About the project

A focused look at
downtown’s future.

The Town of Kilmarnock, the Northern Neck Planning District Commission (NNPDC), and their consulting team are exploring practical ways to improve and revitalize the two-block area bounded by South Main Street, West Church Street, School Street, and Irvington Road.

The project focuses on vacant and underused properties, local business and market conditions, wayfinding, public spaces and infrastructure, façade improvements, and zoning barriers.

A separate but related Virginia Housing-funded effort is exploring the potential for mixed-use housing on selected properties.

Project Scope This process does not acquire property, change zoning, require private action, or guarantee construction funding. Future actions would require their own processes and appropriate approvals.

Project support

Planning for practical next steps.
